Phillip E. Hoover and his wife Sydney Belle Turner Hoover represent families who have been in the Valley of Virginia since the earliest days of European settlement.  Phillip's great-great-great grandfather Sebastian Hoover came to what is now Pendleton County, West Virginia by the late 1740s.  The Hoovers lived through the French and Indian War which swirled around their mountain farms.  Sebastian supported the American Revolutionary War with goods and materials and by the military service of at least two of his sons.  Some time after 1800, Sebastian's grandson Jacob Hoover moved across the Shenandoah Mountain to the Brocks Gap area of Rockingham County, Virginia.
